(一)Establishment of a government-council coordination mechanism
To start a new political order in Tainan after upgrading into a municipality by merging Tainan City with Tainan County, CAB is committed to coordinating the business of all departments and units of the new municipality with the city council. To establish a mechanism and channels for coordinating the procedure and progress regarding administration interpellation, bill review, and budget review between the municipal government and the council has thus become the prime target, aiming to encourage both sides to handle public affairs rationally, demonstrate good faith and respect, communicate with each other aggressively, reduce conflicts and confrontations, and thereby maintain virtuous interaction between both sides. Through government-council coordination, we hope to bring positive and direct benefits to the two-way interaction between administration and legislation and thereby create all win for the city government, the city council, and the public.
(二)Revitalization of activity center management
The aim of building activity centers is to provide the public with venues for affective interaction and art and cultural exhibitions and performances. Therefore, they are the center for promoting local development and the “community hall” for promoting local understanding and gathering local opinion. As they form part of the daily lives of locals, to revitalize the use, enhance the occupancy, and diversify the function of activity centers, CAB established the “Tainan City Regulations on Management Borough Community Center Establishment and Uses” on October 9, 2012 with reference to order Fu-Fa-Guei-Zih 1010833999A and implemented them on December 25, 2012, hoping to institutionalize activity center uses and management, combine with management mechanisms, enforce legitimate uses, and provide citizens with quality activity space.
(三)Improvement of local infrastructure
As the territory of Tainan City has expanded after the merger and upgrade, local demand for various infrastructures also increased. After careful review, CAB aggressively funded the construction and repair of local activity centers, offices, roadwork, and equipment expansion for public interest, so as to improve local living conditions and maintain basic infrastructures to balance urban and rural disparity, promote local industrial development, raise the income of locals, and thereby build a solid foundation for administration.
(四)Improvement of the function of district mediation committees
The mediation system is a great system coordinating with Taiwan’s tradition and culture. In Tainan City, each of the 37 district offices has a mediation committee with mediators recruited from disinterested locals with legal or other professional backgrounds and outstanding social credit to promote local harmony and mediate disputes with the best efforts. The mediation system also reduces the workload of the court of law and judicial resources. To enrich the legal knowledge and mediation skills of mediators and to promote exchange and mutual learning among mediators from different districts, CAB organizes relevant training/education courses regularly each year to improve mediation quality.
(五)Legal aid and consulting services
To provide citizens with easily accessible legal consulting resources, CAB hires professional lawyers to provide regular volunteer legal consulting services for citizens at the citizen service center on the first floor of Yonghua Civic Center, and local district offices. Apart from enabling excellent legal talents to contribute their expertise to social justice, this policy helps citizens to legally pursue their biggest interests. In addition, CAB oversees the promotion of legal aid in different districts to ensure that citizens living in remote areas of Tainan City can receive necessary legal aid, so as to popularize legal aid and consulting services.
(六)Coordination with health and epidemic prevention
CAB actively coordinates with various cross-department epidemic prevention measures launched by the city’s health authority. Apart from mobilizing district/borough organizations to remove breeding sources and improve environmental sanitation, sending personnel to interview local temples and activity centers, inspecting water containers and removing breeding sources, CAB organizes health education and promotion activities to raise the alertness of management personnel and improve their environment self-management ability, so as to equip them with correct epidemic prevention knowledge and thereby reduce the hazard of epidemics.
(七)Entrance image design for individual districts
The main aim of entrance image design is to improve urban environment and cleanliness and make better use of idle space, so as to create stunning beauty for the city with greening, beautification, and creative ideas. CAB plans the entrance image of individual districts with reference to local industrial culture and characteristics and integrates them with streetlamps, road signs, traveling guides, and greening and beautification elements. On the main roads leading to each district, eye-catching entrance images are established to fully demonstrate local industrial culture and characteristics. By implementing, maintaining, and managing district entrance images, CAB aims to present the characteristics of local cultural industry and thereby improve urban environment, reinforce citizen identification, so as to turn the city into an elegant cultural capital.
(八)Reinforcement of vacant land maintenance and management
From the execution point of view, vacant land and vacant building management must be supported by the law. After the merger of Tainan City with Tainan County, the city government re-established and re-announced respectively the “Tainan City Self-Governance Ordinance for Vacant Land and Building Management” and the “Tainan City Directions for the Adoption, Management, and Maintenance of Government Vacant Land” in December 2011 and June 2012. These ordinances and directions were implemented in all 37 districts in the city. In the active aspect, the adoption system helps to green and beautify vacant land, encourages the construction of public facilities on vacant land, such as parking and sports ground, for use by the public. In the passive aspect, through the reporting and referral mechanism, the government can fine vacant owners refusing to clean up vacant land, so as to push them to correct inertia and encourage them to clean up the environment.
