What is the payment mechanism of electronic stored-value cards?

In Taiwan, the maximum amount of each transaction with an electronic stored-value card is NT$1,000, and the daily maximum amount of each card is NT$3,000. With the approval of competent authorities, however, there is no amount limit on each transaction and daily maximum when paying charges and fees to government departments with an electronic stored-value card or under relevant government policies. Holders can top up an electronic stored-value card repeatedly to a maximum amount of NT$10,000 each card.
