(1)Underage persons over 14 years of age with legal capacity for the administrative procedure for applying for a citizen identity card should apply for a new or re-issued citizen identity card personally and must not assign an agent to apply for the citizen identity card on their behalf.
(2)Underage persons under 14 years of age should apply for a new or re-issued citizen identity card through their legal representatives and the applicant’s appearance should be checked.
