How do I report a lost citizen identity card and apply for re-issuing a lost citizen identity card?

(1)    To prevent malicious people from using the lost citizen identity cards of others in illegal activities and to reduce the anxiety and worry of people whose lost citizen identity cards are used illegally, after losing a citizen identity card, please report the lost citizen identity card immediately.
(2)    At present, the loss of a citizen identity card can be reported using the following methods:
  • During the opening times, please report a lost citizen identity card to any household registration office personally or to the jurisdiction household registration office by phone.
  • Please visit the website of the Department of Household Registration, Ministry of the Interior, and click on “Lost Citizen Identity Card Report/Withdrawal (MOICA certificate)” or “Lost Citizen Identity Card Report/Withdrawal (no MOICA certificate)” in the “system (24-hour service). After selecting the required service and inputting identity authentication data, report a lost citizen identity card with the citizen digital certificate. Please visit the website of the Certificate Authority of the Ministry of the Interior for details regarding the application for the citizen digital certificate.

  • If you lose your citizen identity card overseas, please call 886 (national code)-2 (area code)- 81958151 (number).
(3)    After reporting a citizen identity card, the household registration office will immediately upload the report to the website of the Department of Household Registration, Ministry of the Interior, for banking institutions and society to verify the citizen identity card re-issue information, so as to prevent malicious people from using lost citizen identity cards in illegal activities. Please apply for the re-issue of citizen identity card to void the lost citizen identity card.
